Provisions under Waste Disposal Ordinance (WDO) relevant to Waste Disposal Licence and Waste Import / Export Permit for Glass Container Waste
Waste Disposal Licence
Disposal of glass container waste will be subject to the licensing control under section 16 and sections 21 – 23 of the WDO starting from 1 May 2023. Any person who is engaged in the storage, treatment, reprocessing or recycling of glass container waste must first obtain a waste disposal licence, save for certain exclusions. The relevant licensing requirements are elaborated in EPD’s “Guidelines for Application of Waste Disposal Licence for Glass Container Waste”.

Import / Export Permit
The import and export permit control on glass container waste will also commence on 1 May 2023. By then, a permit will be required for the import or export of glass container waste and formal applications for import or export permits will be accepted from the same date.
The processing time for each permit application varies from case to case as it involves information verification with competent authorities outside Hong Kong. EPD encourages potential applicants to liaise with us as soon as possible and submit completed application forms together with all documents required. EPD will then preliminarily vet the submitted applications and documents before formally accepting applications. If all necessary documents are submitted and the applications comply with legal requirements, EPD will commence liaising with the competent authorities outside Hong Kong at the earliest.
