Arrangement of “Gate-fee” Accounts under Municipal Solid Waste Charging

After the implementation of MSW charging, refuse collection vehicles must open an account in "D.Easy" before they can use waste management facilities to dispose of MSW.

"Gate-fee" accounts are now open for registration, applicants can register appropriate accounts through " D∙Easy" website. There are two types of "gate-fee" accounts, i.e. "Type A Account" and "Type B Account".

Type A Account

 

Mainly targets at companies or individuals with refuse collection vehicles (RCVs) registered under their name, e.g., private waste collectors (PWCs)

 

  • "Type A Account" holders can transport waste to waste disposal facilities for disposal using the registered vehicles under their accounts
  • Pay deposit according to the no. of registered vehicles
  • Property management companies and cleansing contractors could directly hire PWCs holding "Type A Account" to collect and dispose of waste on their behalf
  • The EPD will issue monthly statements to account holders by mail or email

Type B Account

 

Mainly targets at large scale waste producers (i.e., premises that generate large amount of daily waste, e.g., large facilities, factories, shopping centres, etc.)

 

  • Pay deposit according to the no. of e-Chits required
  • "Type B Account" holders could engage vehicles registered under "Type A Account" to dispose of waste at waste disposal facilities
  • The drivers of the concerned vehicles are required to present the e-Chits provided by the abovementioned "Type B Account" holders when entering the waste disposal facilities, allowing the weighbridge computer system to record the "gate-fee" directly into the accounts of the "Type B Account" holders. Relevant fees will be charged directly to the "Type B Account" holders through the issuance of monthly statements
  • E-Chits are only applicable to "Type B Account"
  • The EPD will issue monthly statements to account holders by post or via email

 

Charging Level

According to the disposal location, the "gate-fee" charged by weight of the waste is as follows:

  • the four urban Refuse Transfer Stations (RTSs) and the Northwest New Territories Transfer Station: $395 per tonne;
  • other RTSs and landfills: $365 per tonne.

Notes to registration:

  1. Applicants are required to submit the following information / documents:
  • HKID Card (if applicant is a person) / Business Registration Certificate (if applicant is a limited company)
  • Vehicle registration document (both sides) (applicable for "Type A Account " applicants)
  • Photographs of each vehicle (applicable for "Type A Account " applicants)
  • Recent address proof

 

  1. The Director will by notice in writing inform the applicants the result of the application. Unsuccessful applicants may appeal in writing to the Director within 14 days after the date of issue of the notice of refusal.
  1. Should the application be accepted, the applicants will receive a Deposit Demand Note issued by EPD.  The applicants of Type A account should pay a refundable security deposit of $3,000 per registered vehicle. The applicants of Type B account should pay a refundable security deposit of $550 per e-Chit, before he could use the e-Chits.
  1. Should there be any changes in the account details, e.g. change of address, contact numbers, vehicle details, etc., the account-holder shall inform the EPD as soon as possible.
