The Water Quality Objectives (WQOs) are promulgated under the Water Pollution Control Ordinance (WPCO) (Chapter 358) to promote the conservation and best use of local waters in line with public interest. The current set of WQOs was established according to the water conditions and scientific knowledge of the 1980s. Over the years, there has been significant advancement in water science and technology. New uses of our waters, such as marine parks and reserves for conservation and education purposes, have also emerged. The community is more aware of the need to protect our environment, and the public expects a higher quality marine environment for recreational purposes such as swimming, sailing, diving and canoeing, to secure a higher quality of life.

Overview

In order to keep pace with global developments and scientific advances, the Government commissioned a study to review the marine WQOs in October 2008. The study is currently reviewing the existing WQOs in light of the local conditions, overseas best practices and scientific advancement. It will examine the feasibility and implications of any proposed changes to the existing WQOs, with a view to ensuring that our WQOs are suitable for the long-term protection of our marine environment.

The study will include two stages of public engagement. During the first stage, we will consult the public on the issues to be examined and the review methodology. During the second stage, we will seek views from the public on any proposed changes to the WQOs.
