2016 Supported the Hong Kong Construction Association's Hong Kong Construction Environmental Award Competition 2016 and participated in the Award Presentation Ceremony to honour contractors for their achievements in environmental performance.

Co-organized the Joint Annual Safety, Health and Environmental Seminar with CLP, CEDD, HyD, HKIE , MTR and VTC.

EPD with the support of the Hong Kong Construction Association and the Hong Kong Institute of Surveyors held the Small Works Green Environmental Management Workshop for the small works contractors and the property management trade to share experiences on environmental protection.  Talks covered Innovative Environmental Practices for Construction Works, Efforts to Prevent Water Pollution under the Mandatory Building Inspection Scheme,  Good Environmental Management for Small Works and Property Renovation,  Best Practices for Construction Waste and Lead Acid Battery Disposal, and Regulatory Control on Environmental Asbestos.

Delivered a talk to the construction industry on  EPD's Quality Powered Mechanical Equipment System (QPME) and its recent development to expand the equipment list.
2015 Collaborated with the Hong Kong Construction Association to co-organize the HKCA Environmental Experience Sharing Forum 2015 cum HKCA Environmental Awards Presentation Ceremony to honour contractors for their achievements in environmental performance and previous Environmental Innovative Award Winners to share their successful experiences with the trade.

Joint MTR-EPD Environmental Forum to exchange on environmental protection initiatives and pollution management technologies to reduce environmental impact from rail development projects.

Delivered talks to the construction industry about the new Non-road Mobile Machinery (Emission) Regulation, better water and waste management practices.

Delivered a talk to the construction industry on the new Air Pollution Control (Non-road Mobile Machinery) (Emission) Regulation, which  regulates the emissions of NRMMs including non-road vehicles, as well as mobile machines and equipment for improving our air quality.

Organized a study forum for the Guangzhou TienHe District Environmental Protection Bureau and Associated Organizations to exchange on construction dust management and dust control technologies.

Organized a series of four Green Construction Management Workshops for the construction industry and relevant transport associations on the best practice of construction dust management covering, EPD's Guideline on Proper Use of Skips, TD's Guideline on Placement and Mounting of Roadside Skips and Implementation of the Waste Disposal (Amendment) Ordinance 2013.

Delivered a seminar to the construction industry on construction dust management, EPD's Guideline on Proper Use of Skips and Implementation of the Waste Disposal (Amendment) Bill 2013.
2013 Collaborated with the Hong Kong Construction Association to co-organize the Hong Kong Construction Environmental Award cum Environmental Conference 2013 for the construction industry to honour contractors for their outstanding achievements in environmental performance and share with the trade on local and overseas environmental initiatives and best work practices.

Organized a study visit for the Foshan Environmental Protection Bureau and Associated Organizations to exchange on construction dust management and dust control technologies.

Facilitated the Hong Kong Institute of Vocational Education to develop an Environmental Course for Environmental Supervisors working on construction sites.


Collaborated with the Hong Kong Construction Association to co-organize the Safety Awards 2012 cum Environmental Awards 2012 for construction industry to honour contractors for their outstanding achievement in safety and environmental performance.

Collaborated with the Hong Kong General Building Contractors Association to hold a workshop with the theme “General Environmental Legislation for the Construction Industry”.

Collaborated with the Hong Kong Construction Association to hold an Experience Sharing Forum with the theme “ISO 14001 Environmental Management System for Construction Sector in Hong Kong”.

Collaborated with Hong Kong Polytechnic University to develop an environmental training course for Environmental Officers (EO) working on construction sites.

Established partnering relationship with the Hong Kong Decoration Trade & Building Maintenance Employee Association to promote environmental good practices to decorators.

2009 Collaborated with Development Bureau and construction transporter trade to develop and introduce new technical specifications to contractually require the use of approved "Modified Butterfly Type Cover" or the "Magnet-assisted Type Cover", in grab mounted dump truck for public works projects.

Collaborated with the Hong Kong Construction Association to formulate and launch HKCA’s “Best Practice Guide for Environmental Protection on Construction Sites 2009”, to provide up to date technical guidance for undertaking environmental protection works in construction industry.

Engaged in the Development Bureau’s annual Considerate Contractors Site Award Scheme to audit the participating contractor’s environmental performance and served on the assessment panel for its Outstanding Environmental Management and Performance Award.

Collaborated with the Construction Industry Council to verify and compare the VOC content of locally available and common types adhesive and sealant against the proposed statutory limits.

Issued leaflets on control of land filling and fly-tipping activities to enhance awareness of developers, contractors, and construction waste transporters.
2008 Collaborated with the Hong Kong Construction Association to develop and promulgate HKCA’s Environmental Toolbox Training Kit for the construction sector.

Launched the 2008 Hong Kong Awards for Environmental Excellence (HKAEE) to encourage green management and benchmarking by companies and organisations.

Collaborated with the Housing Department to develop and introduce new specifications to contractually require the use of QPME-type generators and non-tungsten energy-saving site luminaries for all its new construction projects.

Collaborated with the Highways Department to develop and introduce new specifications to contractually require the use of QPME-type road paving equipment for 2 major projects on trial basis.

Launched an updated electronic version of the "Environmental Guide for Smart Business" to facilitate environmental compliance by local trades and industry including construction industry.

Gained support from subvented organization on Development Bureau’s proposal on extension of Pay for Safety and Environment Scheme to subvented construction projects.
2007 Collaborated with the Development Bureau and the construction transporter trade to develop technical specifications for the use of dust proof mechanical truck covers in local settings.

Launched an "Environmental Guide for Smart Business" to facilitate environmental compliance by local trades and industry including construction industry, and organised promotional seminars to publicise the Guide.

Collaborated with the Hong Kong Construction Association to launch their first "Innovative Environmental Award" for the construction industry, to encourage the trade to develop creative solutions to overcome special environmental challenges.
2006 Opened a dedicated one-stop assistance centre, the Compliance Assistance Centre to provide operators including the construction sectors, with advice and information on environmental compliance

Launched training courses for construction site environmental officers, environmental supervisors and construction managers, which were jointly developed by the EPD, Hong Kong Construction Association and Construction Industry Training Authority, to enhance environmental performance of construction sites.

Introduced a new contractual condition to require the use of Ultra Low Sulphur Diesel in all public works projects.

Engaged in the Development Bureau’s annual Considerate Contractors Site Award Scheme to audit the participating contractor’s environmental performance and served on the assessment panel for its newly introduced Outstanding Environmental Management and Performance Award.

Collaborated with CLP Power and Works Departments to launch the first annual Joint Safety, Health and Environmental Seminar for their management staff and contractors, to enhance their environmental awareness on management of construction projects.

Collaborated with the Hong Kong General Building Contractors Association to issue the Pocket Handbook on Guidance Notes for Green Construction. The Handbook contained pictorial guidance notes on green construction site practices and many checklists for easy reference of frontline construction workers.
2005 Launched the administrative Quality Powered Mechanical Equipment scheme to promote the use of quieter and more environmentally friendly construction equipment.

Updated the environmental management system support packages for SMEs in the construction sector to ISO14001:2004 version.

Assisted Development Bureau to launch a "Pay for Environment Scheme" to introduce comprehensive contractual requirements and to provide financial incentives for implementing enhanced pollution abatement measures in all future public construction projects.
2004 Developed an administration system for Quality Power Mechanical Equipment to promote the use of quiet and environmentally friendly construction machines.

Launched the “Help Desk to Help the Trade” to provide a one-stop source of information for the business community including the construction industry, on environmental standards, legislation and practical guides for reference.

Launched the support website on Environmental Management Information and ISO 14001 EMS for the construction sector to facilitate adoption and implementation of ISO 14001 EMS by SMEs in the sector.
2003 Launched the “Green Construction Example” and “Green Construction Equipment” websites.

Collaborated with the Hong Kong Polytechnic University to organize a short course, the “Certificate of Environmental Protection in Construction Industry” for management staff of construction sites.

Implemented a 14-day fast-track processing procedure for Construction Noise Permit Applications.

Established working relationship with the Hong Kong General Building Contractors Association to extend the construction partnership program to small and medium sized contractors.
2002 Collaborated with Hong Kong Construction Association to publish the “Best Practice Guide for Environmental protection on Construction Sites” and the “Green Construction Pocket Handbook”, to set out a general guide on undertaking environmental protection works in construction industry.

Launched the website “Partnership with Trade & Industry - Construction Industry” to provide relevant training materials and information on activities to the trade and the public.

Launched a Cyber Help Bench to provide all relevant EIAO information, including guidance notes, approved EIA reports and permits etc., to the trade and the public.

Held the first EIAO Users Liaison Groups Congress organized by EPD for the four major EIA stakeholder groups. Participants included project proponents, consultants, contractors, green groups, academics and ACE members.

Commenced the use of webcams, under the EIAO, at selected major work sites to enhance transparency and encourage compliance.

Opened the Customer Service Centre to enhance the handling of enquiries and pollution complaints.

Established an Environmental Forum (now named Sustainability Forum) between the Housing Department and the Hong Kong Construction Association, with input from the EPD to discuss environmental issues relevant to public housing projects.

Assisted the Civil Engineering and Development Department to open and operate a waste concrete recycling facility at Tuen Mun Area 38.
2001 Formalized the construction partnership program with the Hong Kong Construction Association to further enhance cooperation.

Implemented territory-wide tighter construction noise controls at new Noise Control Designated Areas.

Launched the web-based Environment Monitoring & Audit (EM&A) results on the environmental performance of EIA projects.

Launched an on-line electronic application system for environmental permits and licenses.
2000 Implemented the new management framework for disposal of dredged sediment.

Instigated new policy endorsed by the Executive Council to redress noise impacts from existing roads by means of engineering and non-engineering measures.

Set up more Integrated Enforcement Teams in Local Control Offices (now named as Regional Offices) to further enhance the licensing services and interaction with contractors.
1999 Launched the construction partnership programme with the Hong Kong Construction Association to strengthen the working relationship with and promote environmental awareness in the industry.

Established a task force in collaboration with the Hong Kong Construction Association on reducing construction waste.

Completed the phasing out of noisy piling hammers in built-up areas.

Launched an electronic complaint service for lodging pollution complaints by e-mail at all Local Control Offices (now named as Regional Offices). This system also serves to prompt contractors to address public complaints speedily.
