On 15th January 2004, a press conference was held at the office of the Environmental Protection Department (EPD) at the Cheung Sha Wan Government Offices to formally launch the "Green Garage Election", Representatives of the EPD, the Hong Kong Vehicle Repair Merchants Association, Environmental Vehicle Repairers Association talked to reporters about the purposes and details of the Election. After the conference, a site visit was arranged to a vehicle repair workshop in To Kwa Wan installed with air pollution improvement facilities.
