Resources
During procurement, the following criteria could be considered:
- Minimal use of virgin material in the product
(e.g. recycled paper rather than virgin paper)

Tissues made with 100% recycled fibre use 54% less energy during production compared to that of virgin fibre. (European Union)

- Replacement of disposables with reusables or recyclables
(e.g. reusables cups rather than paper cups)

Every ton of garbage threw to the landfills emits 111kg of carbon dioxide. (Science of the Total Environment)
Reduce the use of disposable containers and replace with reusable can lower the landfill burden and slow down the global warming effect.

- Minimal environmental impact from the entire product or service life cycle
(e.g. degradable products)

If the product is biodegradable, it can be degraded into smaller molecules that can be reused by microbes, hence causing smaller impact to the environment. (US Greengood)

- Minimal packaging or elimination of packaging
(e.g. avoid individual product packaging for bulk purchases)

Packaging materials cause a great burden to the landfills. Packaging that is easy to recycle or reuse can reduce secondary pollution and lower the consumption of raw materials such as plastic and paper. (Reusable Packaging Association)

- Reduced energy / water consumption
(e.g. use energy or water efficient equipment)

LED is more energy efficient than tungsten halogen lamps. Replacing traditional lamps into LED can save 35-65% electricity consumption. Also, LED does not contain toxic substances such as mercury and has a longer lifespan. (HK Electrical and Mechanical Services Department)

Plastic bag takes 30 years to decompose. Tin can takes 50 years to decompose. Foamed plastic buoy takes 80 years to decompose. Glass bottle takes 1 million years to decompose. Buy products with recycled content helps to lower landfill’s burden. (US National Park Service)

Government Efforts
To protect the environment, the Government introduces measures to promote low carbon construction, carbon reduction and the use of recycled materials in public works projects.
The Government has already widely used reclaimed asphalt pavement, recycled fill materials, recycled sub-base materials, paving blocks containing waste glass, energy saving installations and renewable energy technologies in public works projects. The Government also implements the following measures:
- using electric vehicles in works projects;
- using biodiesel as fuel for selected construction machinery in some construction sites;
- promoting the adoption of green site offices; and
- conducting trials on the use of waste glass as engineering fill materials in site formation, backfilling and reclamation projects.
