Legislative Framework for Controlling POPs

The pesticide POPs are controlled under the Pesticides Ordinance (Cap. 133) and the Import and Export Ordinance (Cap. 60).

The industrial chemical POPs are controlled under the Hazardous Chemicals Control Ordinance (Cap. 595) and the Import and Export Ordinance (Cap. 60).

A number of environmental ordinances are also in place to impose "downstream" control of air and water pollution, and waste disposal. Relevant key environmental legislation includes:            

  • Air Pollution Control Ordinance (Cap. 311)
  • Ozone Layer Protection Ordinance (Cap. 403)
  • Water Pollution Control Ordinance (Cap. 358)
  • Waste Disposal Ordinance (Cap. 354) and Waste Disposal (Chemical Waste) (General) Regulation (Cap. 354C)      
  • Environmental Impact Assessment Ordinance (Cap. 499)
  • Mercury Control Ordinance (Cap. 640)
