The fly-tipping black-spot is a lay-by car park adjacent to Castle Peak Road. The car park was well hidden by thick vegetation and accessible by vehicle. The site provided a convenient and concealed place to fly-tippers for dumping their waste illegally. Bulky domestic waste as well as construction waste are frequently disposed of at the car park.
Owing to the site characteristic, repeated attempts to lay ambush to catch the fly-tippers red-handed were not successful. The authority endeavored to seek alternative way to stop the illegal fly-tipping. With the support of the District Council Members and the concerted effort of the government departments, large concrete blocks were erected at the entrance and exit of the car park, and the site would be deployed to other use. By blocking the access and changing the use of the site, the situation was improved.
