Summary of stakeholder concerns and follow-up actions

 

1. Green Groups - World Wide Fund for Nature (WWF), Conservancy Association (CA), Friends of the Earth (FoE)
Concerns from Green Groups (WWF, CA, FoE) Follow-up Actions
Implementation Schedule A draft implementation programme was presented in the Stage 3 Public Communication Meetings
Ecological Impact to Lin Ma Hang Stream and Ping Yuen River The findings of the EIA were discussed in the Stage 3 Public Communication Meetings
3D presentation for layout options and their evaluation 3D presentations were prepared and presented in the Stage 3 Public Communication Meetings
The possible adoption of more stringent environmental standards for the extension project Review and comparisons on the environmental standards for landfills in Hong Kong and overseas countries were carried out
Odour This was addressed in the EIA with suitable mitigation measures
Landfill gas as energy source This was addressed in the EIA
Performance of existing landfill Site visits arranged for the relevant partiies and more public communication materials (e.g. a CD-Rom on existing landfill performance) available
Leachate leakage The risk assessed of leachate leakage was assessed and addressed in the EIA

 

 

2. Hong Kong Waste Management Association (HKWMA)
Concerns from HKWMA Follow-up Actions
Contract arrangement for the extension The broad contract option was reviewed in the DBO Review Study. Meetings had been arranged with HKWMA to solicit their views on contractual arrangement. Specific contract interface issues (with existing NENT Landfill Contractor) had been addressed in a Special Paper on Contract Interface during the course of the Study.
Future leachate treatment Meetings with HKWMA were conducted to solicit their initial views on suitable treatment technologies, bearing in mind the possible scenarios of leachate quality and quantity. A Working Paper on Leachate Treatment had been prepared.
Impacts on Tong To Shan Archaeological Site The selected layout option has avoided the major archaeological features in TTSAS.

 

 

3. Sha Tau Kok & Ta Kwu Ling Rural Committee and Village Representatives
Concerns from STK & TKL Follow-up Actions
Odour control This was addressed in the EIA with suitable mitigation measures.
Leachate control and leakage This was addressed in the EIA with suitable mitigation measures.
Water quality impact to existing natural stream This was addressed in the EIA with suitable mitigation measures.
The environmental standards for existing landfill is of overseas standard Review and comparisons on the environmental standards for landfills in Hong Kong and overseas countries were carried out.
Traffic impact on existing Sha Tau Kok Road Traffic impact Assessment was conducted and concluded that there is no adverse traffic impact on the existing road network.
