Letter to the Editor of the South China Morning Post dated 6 January 2004
I refer to the letters titled "How to deal with smoky vehicles" (January 3) and "Checking smoky vehicles" (January 6). To combat smoky vehicles in a proactive manner, the Environmental Protection Department (EPD) has trained over 4 700 spotters in the community to help implementing a Smoky Vehicle Control Programme. A smoky vehicle spotted will be issued with a notice that requires the vehicle to be properly maintained and undergo a rigorous test within a specified period of time. Otherwise EPD will inform the Transport Department to cancel the licence of the vehicle. In 2003, this department caused the licences of 422 vehicles to be cancelled. This proactive programme has been effective. Comparing to 1999, the number of smoky vehicles on roads have reduced by over 70 per cent.
EPD welcomes members of the public to join the spotter team. They will be provided with a half-day training on assessing smoke emission and identifying the vehicle types for accurate reporting. After passing an examination, they will become a spotter. Anyone interested may write to us for more details at the following address:
