Letter to the Editor of the South China Morning Post dated 10 January 2004
I refer to the letter "Reporting smoky vehicles" (January 10).
Most people may have a general perception that any smoke emission from a vehicle is illegal. However, even a well maintained diesel vehicle may emit some smoke, e.g. during change of gear or acceleration, which may easily be misinterpreted as excessive. For the purpose of accurate reporting, it is therefore necessary for this department to provide training to any person willing to help us as a spotter to assess the smoke as well as to identify different types of vehicles and situations. This department welcomes any members of the community to join our team as spotters.
