二零零八至零九年度施政報告及施政綱領 - 環境局的政策措施
2008-09 Policy Address and Policy Agenda - Policy Initiatives of the Environment Bureau
二零零八至零九年度施政報告及施政綱要中，談到一系列環境保護政策措施，包括加強跨境合作，並與廣東省政府共同建立綠色大珠三角優質生活圈；亦會分段收緊空氣質素指標，以改善空氣質素。此外，政府會積極促進本港轉型至低碳經濟，以應付氣候變化帶來的挑戰。另外，政府會考慮設立地質公園，以加強保育地貌資源。
In the 2008-09 Policy Address and Policy Agenda, it outlined a series of environmental initiatives, such as promoting regional co-operation, developing the Pearl River Delta (PRD) Region into a green and quality living area, extending the control of the Air Pollution Control, promoting a low carbon economy and considering to establish geological park for reservation of valuable geological resources. |

《電力供應規例》的修訂建議
Proposed amendments to Electricity Supply Regulations
政府擬修訂《電力條例》（第406章）的附屬法例《電力供應規例》，目的是將現時規例與最新國際電力供應標準接軌，從而確保香港有一個安全及可靠的電力供應系統。在諮詢電力公司及其他持份者的意見，以及考慮國際標準、已發展國家的做法和本港情況後，政府會編製一套實務守則，作為修訂建議的補充資料。政府已就《電力供應規例》的修訂建議發出諮詢文件。市民可瀏覽機電工程署網頁下載諮詢文件，或致電機電工程署（電話：2808 3173）以索取該文件。如對諮詢文件有任何意見，可以在2008年12月31日或之前以郵寄、傳真或電郵方式向機電工程署提出。
The Government intends to amend the Electricity Supply Regulations (ESR) under the Electricity Ordinance (Cap. 406). The aim is to bring the existing regulations up to the latest international electricity supply standards to ensure a safe and reliable electricity supply system in Hong Kong. The proposed amendments will be supplemented by a Code of Practice, which will be drawn up in consultation with the power companies and other stakeholders with due consideration of international standards, working practices in developed countries and local operating conditions. A consultation paper on the proposed amendments to the ESR has been issued. Members of the public may visit the website of the Electrical and Mechnical Services Department (EMSD) to download the paper or contact the EMSD on telephone number 2808 3173 to obtain a copy. Comments on the consultation paper can be addressed to the EMSD by post, fax or e-mail by 31 December 2008. |

Implementation details of the environmental levy scheme on plastic shopping bags under the proposed Product Eco-responsibility (Plastic Shopping Bags) Regulation
立法會環境事務委員會於2008年11月24日討論了擬議《產品環保責任(塑膠購物袋)規例》下的塑膠購物袋環保徵費計劃實施細節，包括零售商的登記、登記零售店中部分範圍的豁免、呈交申報及繳付徵費、以及備存紀錄。參考了議員的意見後，當局擬於今年內向立法會呈交擬議的《產品環保責任（塑膠購物袋）規例》。
The Panel on Environmental Affairs of the Legislative Council discussed the implementation details of the environmental levy scheme on plastic shopping bags under the proposed Product Eco-responsibility (Plastic Shopping Bags) Regulation on 24 November 2008. The implementation details included registration of retailers, exemption for certain area within a registered retail outlet, submission of returns and payment of levies, and record-keeping. Having considered Members' views, the Administration would submit the proposed Product Eco-responsibility (Plastic Shopping Bags) Regulation to the Legislative Council by the end of this year. |

盡早更換舊商業車輛
Early replacement of old commercial vehicles
為更有效解決老舊商業車輛引起的路邊空氣污染問題，政府一方面延長歐盟前期柴油商業車輛申請一筆過換車資助的申請期至二零一零年三月三十日(即與歐盟前期柴油商業車輛的資助申請期一致)；另一方面則建議採用"賞罰兼備"，考慮以增加經濟抑制的方案，例如提高老舊商業車輛的車輛牌照費，令車主不願繼續擁有及使用這些造成較大污染的車輛。我們並就建議在二零零八年十一月二十四日諮詢立法會環境事務委員會的意見。
To tackle more effectively the roadside air pollution problem caused by old commercial vehicles, the Government, on the one hand, has extended the application period of pre-Euro diesel commercial vehicles for the one-off grant to 30 March 2010 so as to encourage their replacement, while on the other has proposed to adopt a "Carrot and Stick" approach - considering the option of providing financial disincentives. For example, the vehicle licence fees of old commercial vehicles are increased to deter continued ownership and usage of these more polluting vehicles. We consulted the Panel on Environmental Affairs of the Legislative Council on 24 November 2008 about the proposal. |
