Demonstration scheme to promote waste minimisation

The Environmental Protection Department (EPD) today (December 31) launched the Demonstration Scheme (DEMOS) under the Environment and Conservation Fund and Woo Wheelock Green Fund (the Fund).

A spokesman for the EPD said the DEMOS was one of the waste management tools proposed under the Prevention of Waste Programme in the Waste Reduction Framework Plan.

"The purposes of the scheme are to promote waste minimisation and recycling technologies and to encourage the adoption of these technologies by different sectors in Hong Kong," the spokesman said.

"The EPD will publicise and demonstrate successful DEMOS projects so as to disseminate the results of the completed projects and to ensure widespread adoption of the technologies by relevant sectors," he added.

With the support of the Environment and Conservation Fund Committee (ECFC), the spokesman said the DEMOS was now accepted as a new type of project eligible for applying the Fund.

"Previously, the Fund only considered applications from local non-profit making organisations or groups formed under registered local non-profit making bodies," he said.

"Locally incorporated companies, industry-support bodies, trade and industry associations, tertiary institutions, professional bodies, research institutes and green groups are welcome to apply for the Fund under the DEMOS.

"Collaboration in the DEMOS projects by local non-profit making bodies and private organisations is encouraged," the spokesman noted.

DEMOS projects should be one of the following categories:

  1. technological innovation which could reduce waste effectively;

  2. adoption of methodologies and technologies which produce less waste;

  3. adoption of cost-saving technologies and equipment to promote waste minimisation and recycling activities; and

  4. research that would lead to new and commercially viable and cost-saving waste minimisation and recycling technologies applicable to Hong Kong.

"It is a requirement that the technologies selected under the DEMOS should be practicable and can be used by the relevant sectors in Hong Kong," the spokesman said.

Guidance notes and application forms for funding are available at the Environment and Conservation Fund Secretariat (ECFS) on the 10th floor, Citibank Tower, 3 Garden Road, Central.

They can also be downloaded from the website of the Environmental and Food Bureau at http://www.info.gov.hk/efb/board/index02.htm.

Completed forms should be sent to the ECFS. Successful applicants are required to comply with all conditions set out for using the allocated fund.
