Clearance of major flytipping blackspots to begin

The Environmental Protection Department (EPD) is inviting tenders for a contract for clearance of illegally dumped wastes in 15 major flytipping blackspots in northwest New Territories, including the one in Sheung Pak Nai.

This contract will involve clearance of about 60,000 cubic metres of construction and demolition wastes and industrial wastes, 10,000 vehicle tyres, 40 vehicle parts/bodies and 100 tonnes of chemical wastes in the 15 sites.

The clearance works will commence in October 1998, and will take about six months to complete.

As the clearance work will involve special skill in handling the wastes, including chemical wastes, restricted tenders are being invited from existing waste management contractors who have the required resources and experience in handling the wastes properly and environmental control.

The Assistant Director of Environmental Protection (Waste Facilities), Mr Benny Wong, said, "This particular clearance exercise is part of a programme mapped out by a short-term Inter-departmental Task Force set up in April to coordinate efforts from various government departments in tackling the flytipping problem in northwest New Territories.

The Task Force, convened by EPD, comprised members from the Planning, Environment and Lands Bureau, the Lands Department, Regional Services Department, Agriculture and Fisheries Department, Planning Department, Works Bureau and Hong Kong Police Force.

"The Task Force had identified 47 illegal dump sites in northwest New Territories and had coordinated to have 32 of them cleaned up with about 2,800 cubic metres of wastes removed. The remaining 15 sites, which are very large and have engineering and technical difficulties, were assigned to EPD and are included in this contract."

"The central co-ordination role of the Task Force was in August taken over by Lands Department's Task Force (Black Spots) which has formed an inter-departmental forum to provide a permanent framework for tackling the illegal dumping problem in the whole of Hong Kong Special Administrative Region," he said.
