Consultation Document – Legislative Proposal on Regulation of Mercury, Mercury Compounds and Mercury-Added Products

The Minamata Convention on Mercury (“the Convention”) is an international treaty with the objective to protect human health and the environment from anthropogenic emissions and releases of mercury and mercury compounds.  The Convention entered into force in the People’s Republic of China on 16 August 2017, and applies also to the Hong Kong Special Administrative Region. 

To fulfil the obligations under the Convention, the Government will introduce legislative control on mercury, mercury compounds and mercury-added products.  Details regarding requirements of the Convention and the scope and approach of the new legislation are set out in the Consultation Document, which is available for download in the following links:

All interested parties are invited to express their views to the Environmental Protection Department on or before 5 October 2018 (Friday)

To further explain the provisions of the new legislation and collect views on this matter, we will host the following consultation forums:-

First Consultation Forum

Date:     19 September 2018 (Wednesday)

Time:    2:00pm to 5:00pm

Venue: Room 101, 1/F, Headquarters of The Boys’ & Girls’ Clubs Association of Hong Kong, 3 Lockhart Road, WanChai, Hong Kong.

Language : Cantonese (with English and Putonghua simultaneous interpretation).

Inclement Weather Arrangement: The Forum will be cancelled if No. 8 or higher Tropical Cyclone Warning Signal or Black Rainstorm Warning is issued at or after 10:00am on 19 September 2018.

Second Consultation Forum

Date:     27 September 2018 (Thursday)

Time:    9:30am to 12:30pm

Venue: Multi-purpose Hall, Henry G. Leong Yaumatei Community Centre, 60 Public Square Street, Yau Ma Tei, Kowloon.

Language : Cantonese (with English and Putonghua simultaneous interpretation).

Inclement Weather Arrangement: The Forum will be cancelled if No. 8 or higher Tropical Cyclone Warning Signal or Black Rainstorm Warning is issued at or after 6:00am on 27 September 2018.

In supporting the requirement of the Minamata Convention on Mercury to phase down the use of dental amalgam for a better environment, the Department of Health (DH), joined by the Dental Council of Hong Kong, the Faculty of Dentistry of the University of Hong Kong, the College of Dental Surgeons of Hong Kong and the Hong Kong Dental Association, issued the “Consensus Statement on the Minamata Convention on Mercury and Phase Down of Dental Amalgam in Hong Kong” on 18 October 2018.
