Special Allowance to Drivers and Assistants of Drivers of Municipal Solid Waste and Domestic Sewage Collection Vehicles

1. Background

Frontline cleansing staff who are drivers and assistants of drivers of municipal solid waste and domestic sewage collection vehicles have been performing their work dutifully and are committed to their duties in a high health risk environment including refuse transfer stations, refuse collection points, gullies, septic tanks, portable and mobile toilets, etc. Despite the outbreak of the epidemic, they have been providing uninterrupted service to the different premises to maintain a good hygiene condition.  The Government has announced the “Special Allowance Scheme for Drivers and Assistants of Drivers of Municipal Solid Waste and Domestic Sewage Collection Vehicles” (the Scheme) under the sixth round of the Anti-Epidemic Fund (AEF) to provide a one-off allowance to the drivers and assistants of drivers of municipal solid waste and domestic sewage collection vehicles with a monthly allowance of $2,000 per person for five months, making a total subsidy of $10,000 per person.   The Scheme aims at providing financial support to these eligible frontline workers to affirm their efforts and contributions to the society during the fifth wave of the epidemic. The Scheme is implemented by the Environmental Protection Department (EPD).

2. Eligibility

2.1

Eligible companies are any company duly established, incorporated and registered under the laws of Hong Kong or its place of incorporation with a valid business registration certificate issued under the Business Registration Ordinance (Cap. 310 of the Laws of Hong Kong) for carrying on a business in Hong Kong (unless it is exempted from the requirement to apply for a business registration certificate under such Ordinance (where applicable)).  The company should be established on or before 1 May 2022 with collection of municipal solid waste or domestic sewage as its major business in Hong Kong

2.2 Eligible companies must mainly engage in the business of collecting municipal solid waste or domestic sewage, and possess the business-related vehicles. Relevant collection vehicles include: Refuse Collector, Gully Emptier, Skip Carrier/Demountable and Tipper.

2.3 Eligible staff for the subsidy must be the drivers and assistants of drivers of the relevant collection vehicles whose main duties should be collection of municipal solid waste or domestic sewage for disposal at the treatment facilities. 
 
2.4 The drivers and assistants of drivers applying for the subsidy should be employed on or before 1 May 2022 and employed by the same employer for four weeks or above with working hours not less than 18 hours per week.  The Driving Licenses of the drivers should also be provided.
 
2.5 If the main duties of the owners of the eligible companies are the same as the drivers and assistants of drivers, they are also eligible for receiving the subsidy.
 
2.6 The drivers and assistants of drivers applying for the subsidy have not applied for or received the subsidies from the AEF 6.0 schemes or “One-off Frontline Recycling Staff Support Scheme of the Recycling Fund”.

 

3. Funding Amount

3.1    Each eligible driver or assistant of driver is entitled to a monthly subsidy of $2,000 for a maximum of 5 months (a total maximum subsidy of $10,000) during the subsidy period (i.e. between February and June 2022).

4. Points to note for application 

4.1  In general, the applicant can only submit applications for 5 drivers and assistants of drivers for each eligible vehicle. If the total number of drivers and assistants of drivers exceeds 5 per vehicle, the EPD will request the applicant to provide more details as needed.
 
4.2 Applications should be submitted by the companies of the drivers and assistants of drivers.  The frontline drivers and assistants of drivers are not required to submit individual applications.
 
4.3 Applicants should read the Application Guidelines before submitting their applications.
 
4.4 The completed Application Form along with the required supporting documents could be submitted by email, post or in person.  Acknowledgement email with the application no. will be sent to the applicants within 5 working days upon receipt of their applications. 
 
4.5 If the application is approved, the Government will disburse the subsidy to the Applicant on a one-off basis for the subsidy period.
 


5. Application Period

5.1 Applications shall be submitted on or before 27 June 2022. Late applications will not be considered.



6. Results of application

6.1 Under normal circumstances, the EPD will notify the applicant of the application result in about two to three weeks after the application period has ended or receiving all the required information from the applicant. 
 
6.2

The applicant must allow and facilitate the EPD to conduct site inspections and/or meetings to ascertain the information in the Application Form and provide other required documents/records for vetting, assessment or future monitoring purpose. If the information provided is not enough, EPD may not be able to handle the applications. 

6.3 The EPD will have the final decision on the application based on the information submitted by the applicant, and reserves the right to adjust the subsidy provided and reject the application without providing reasons and assuming any responsibility to anyone.
 


7. Arrangement for subsidy disbursement

7.1 If the application is approved, the subsidy will be disbursed by cheque payable to the legal entity of the Business Registration Certificate.  The cheque will be mailed to the mailing address provided in the Application Form.  If the applicant does not have a bank account in the name of Business/Corporation on the Business Registration Certificate, the applicant is required to fill in a Declaration and the cheque will be made payable to the applicant of the Business Registration Certificate.  The applicant must provide accurate mailing address to receive the cheque.  In the case of change of mailing address, the applicant must notify the EPD in writing for amendment.
 
7.2 If the application is approved, the Government will disburse the subsidy to the Applicant on a one-off basis for the subsidy period. The Applicant should disburse the subsidy to all eligible drivers and assistants of drivers approved in the application as soon as possible upon receiving the subsidy.
 
7.3 Each eligible driver and assistant of driver is required to sign the “Subsidy Sign-off Form” upon receiving the funding. The Applicant is required to return the completed “Subsidy Sign-off Form” to the EPD for record within 1 month after receiving the subsidy.
