Under the Air Pollution Control Ordinance, before an owner of premises carries out any intended asbestos abatement work or work involving the use or handling of any asbestos containing material, he is required to submit an Asbestos Investigation Report and an Asbestos Abatement Plan. He is also required to give written notice to the Authority of the date on which the work is to commence.

How to submit Asbestos Investigation Report and Asbestos Abatement Plan

1. The owner of premises shall first engage a registered asbestos consultant to carry out an investigation and to devise an abatement plan.

2. The original copy of the Asbestos Investigation Report and the Asbestos Abatement Plan can be submitted to any one of the EPD Customer Service Counters.

3. The Asbestos Investigation Report and the Asbestos Abatement Plan is required to reach EPD at least 28 days before the work is to be commenced.

How to submit notification of commencement of asbestos abatement work

1. The owner of premises shall give notification in writing the date on which the work is to be commenced.

2. The notification can be submitted to any one of the EPD Customer Service Counters.

3. The notification is required to reach EPD at least 28 days before the work is to be commenced.
