What is WEEE?
WEEE is "waste electrical and electronic equipment". It includes all types of household electrical and electronic appliances such as computers, air conditioners, washing machines, refrigerators, televisions, video\audio equipment, rice cookers, electric kettles etc..
 

Each year, over 67,000 tonnes of WEEE are generated in Hong Kong. Although much of this is collected by scavengers and recycled, a significant amount still ends up in landfills. Since many WEEE items contain toxic substances, their disposal at landfills may cause a potential risk to the environment, as well as taking up valuable landfill space. Some of the WEEE items are still in operating condition and could be put to second-hand use. Items that are ready for disposal will still contain materials that can be removed and recycled.

Members of the public are encouraged to bring their waste electrical appliances and disused computers to designated collection points for recycling.

Date :     27 January 2007 (Saturday) & 28 January 2007 (Sunday)
Aim :     To raise public awareness about the need to reuse and recycle waste computers and electrical and electronic appliances
Activities : Organise WEEE recycling activities at district level and in housing estates
Target : The general public is invited to take part in these activities

Where do the collected WEEE items go?
The WEEE items and used computers are sent to recycling workshops operated by the charitable organizations, St. James' Settlement and Caritas (Hong Kong), at the Kowloon Bay Waste Recycling Centre (KBWRC). Staff from the two organisations then inspect, repair or dismantle the collected items. Repaired computers and appliances are donated to the needy, while the useable components and materials recovered from equipment that is beyond repair, such as metals, plastics and circuit boards, are extracted for reuse or recycling.

District Collection Points (For the Public)
The ECC provides sponsorship to District Councils to organise WEEE recycling activities. The objective is to convey the recycling message to different communities and encourage public participation. The participating district councils would set up collection points in the district on 27th and 28th of January 2007, which together with the collection centres of the co-organisers, provide a convenient collection network of over 100 points for the public.

Housing Estate Collection Points (For Residents Only)
To cultivate a good habit of recycling and promote public awareness on the Recovery Programme for the Waste Computers and Waste Electrical and Electronic Equipment, property management companies have been invited to join the territory-wide WEEE Recycling Day on 27-28 January 2007. About 310 housing estates have already signed up to organize WEEE recycling activities in their buildings for their residents.
 

Participating Housing Estates

Please note that the collection service provided by each estate is exclusive to its own residents. Anyone else should bring their waste computers and electrical and electronic appliances to collection points set up by the District Councils and co-organisers above.

Participating housing estates are required to help collect the waste electrical and electronic appliances including used computers from their residents one to two weeks before the WEEE Recycling Day.  Management companies may refer to the Implementation Guideline on how to organise the WEEE recycling activity.
 
EPD would arrange to pick the recovered items and inform the management companies of the collection date when available. The responsible person of each participating estate is required to return the Recovered Items Record Form to EPD.
 
 
Businesses
Businesses can also recycle used computers and electrical and electronic appliances. Collection can be arranged by contacting Caritas (for computers) at tel: 2716 6875 or St. James' Settlement (for electrical and electronic appliances) at tel: 2795 7038.

Why should you recycle your used computers and electrical and electronic appliances?

Although much of this is collected by scavengers and recycled, a significant amount still diposed of at landfills. Some of these items are still in operating condition and could be put to second-hand use.  All of these items contain components and materials such as metals and plastics, which can be recovered for reuse and recycling.
   
2. What will happen to the items that I have dropped off?
 
Computers and appliances that can be repaired will be donated to the needy. If there is no suitable recipient, the repaired goods will be put on charitable sales and the proceeds will be put back to this recycling programme. Appliances that are beyond repair will be dismantled and useable components and materials will be recovered for reuse and/or recycling.
   
3. Can I ask for a permanent WEEE recycling programme in my housing estate?
  Yes, you can ask your management company or Incorporated Owners'/Owners' Committee of your housing estate to join the Programme on Source Separation of Domestic Waste.
