行政長官視察新界西堆填區
CE visits landfill in Tuen Mun
行政長官曾蔭權於五月九日前往屯門視察新界西堆填區，聽取各項廢物管理措施的實施情況的簡報。他非常滿意新界西堆填區的設計和運作。他又表示政府會致力確保未來的設施是現代化、清潔和合符國際最高標準，而且必須絕對安全，同時不會對健康和環境構成負面影響。
The Chief Executive, Mr Donald Tsang, inspected the WENT Landfill in Tuen Mun on May 9 and was briefed on the progress of various waste management facilities being planned. CE was impressed by the design and engineering of the landfill. He also said that we would ensure that the future facilities were modern, clean and would meet the highest international standards. They should be completely safe and would not cause any adverse impact to the health and the environment. |

環保法例修訂減二氧化硫污染物
Amended environmental regulation to cut sulphur dioxide gazetted
《空氣污染管制（燃料限制）（修訂）規例》己於今年五月十六日刊憲，規定工商業工序必須使用超低硫燃油。估計規例修訂可把本地二氧化硫的年排放量減少約二千四百八十公噸，此舉不單可減少空氣污染，更有助改善公眾健康。若得到立法會通過，該修訂規例將於十月一日開始生效。
The Air Pollution Control (Fuel Restriction) (Amendment) Regulation, gazetted on May 16, 2008, mandates the use of ultra low sulphur diesel in industrial and commercial processes. It is expected that the Amendment Regulation can reduce local sulphur dioxide emissions by about 2,480 tonnes annually, thus improving our air quality and the public health. Subject to the approval by the Legislative Council, the Amendment Regulation will take effect from October 1, 2008. |

政府擴大管制建築噪音的指定範圍
More designated areas to come under construction noise control
《噪音管制(建築工程指定範圍)(修訂)公告》於五月十六日刊憲，公告旨在擴大按《噪音管制條例》設立的指定範圍，並透過更嚴格的噪音管制，使居住在新指定範圍與現有指定範圍內的居民受到相同的保護。估計超過二十八萬名居民會因實施這項建議而受惠。新指定範圍將於明年一月一日起生效。
The Noise Control (Construction Work Designated Areas) (Amendment) Notice was gazetted on May 16, 2008. The amendment notice expands the coverage of the designated areas established under the Noise Control Ordinance, and provides residents in the new designated areas with the same protection as those in the existing designated areas through tighter construction noise control. It is estimated that more than 280,000 residents will benefit from the implementation of the proposal. The new designated areas will take effect from January 1 next year. |

政府建議調整環保費用及收費
Revision of fees and charges
政府於五月二日刊登憲報，建議調整現時根據《噪音管制條例》及《商船（防止及控制污染）（排放污染廢物費用）規例》所徵收的費用。有關收費調整是根據『用者自付』原則，以達致收回提供服務全數成本的目標。建議的新收費將於本年七月一日生效。
On May 2, 2008, the Government announced in the Gazette the proposal to revise existing fees and charges under the Noise Control Ordinance and the Merchant Shipping (Prevention and Control of Pollution) (Charges for Discharge of Polluting Waste) Regulation. The revisions are aimed at achieving full-cost recovery for services provided in accordance with the "user pays" principle. The proposed new rates are scheduled to take effect on July 1, 2008. |

SEN speaks at the 21st Anniversary Dinner of HKIE-BS Division
The Secretary for Environment, Mr Edward Yau, speaking at the anniversary dinner of the Building Services Division of the Hong Kong Institution of Engineers, said that the Government was committed to reducing energy intensity by at least 25% by 2030 when compared with 2005 and would take action at different levels to promote the efficient use of energy. |

強制實施《建築物能源效益守則》的公眾諮詢
Public consultation on mandatory implementation of Building Energy Codes
政府在二○○八年五月二十六日，向立法會環境事務委員會匯報建議強制實施由機電工程署頒布的《建築物能源效益守則》的諮詢結果，並提出建議的未來路向。鑑於市民和各界持份者對建議的強制計劃普遍表示支持，我們現正擬備相關立法建議，以在二○○九年向立法會提交法案。
On May 26, 2008, the Government reported to the Panel on Environmental Affairs of the Legislative Council on the results of the consultation exercise of the proposed mandatory implementation of the Building Energy Codes promulgated by the Electrical and Mechanical Services Department, and set out the proposed way forward. Given the general support received from the public and various stakeholders on the proposed mandatory scheme, we are now preparing the relevant legislative proposal, with a view to introducing a legislation into the Legislative Council in 2009. |

在私人土地擺放惰性拆建物料
Depositing of Inert Construction and Demolition Materials on Private Land
政府在二○○八年五月十六日，向立法會環境事務委員會(委員會)匯報了有關管制在私人土地擺放惰性拆建物料的加強執法措施及初步立法方案。政府會在二○○八年六月三十日的委員會特別會議上就各有關部門的執法工作提供進一步資料，並會就有關立法方案的可行性提供更詳細的評估。
On May 16, 2008, the Government reported to the Panel on Environmental Affairs of the Legislative Council (the Panel) on the enhanced enforcement measures and the preliminary legislative options to strengthen regulation on the depositing of inert construction and demolition materials on private land. The Government will provide additional information on the enforcement action taken by relevant departments and a more detailed assessment on the feasibility of the various legislative options at the Panel's next special meeting on June 30, 2008. |

立法管制停車熄匙
Banning idling vehicles with running engines
政府在二○○八年五月二十六日，向立法會環境事務委員會匯報建議立法管制停車熄匙公眾諮詢的結果。諮詢結果顯示：立法管制停車熄匙的計劃得到社會大眾廣泛支持。我們的目標是在二○○八年底前制定最終方案，並於二○○九年內實施。
On May 26, 2008, the Government reported to the Panel on Environmental Affairs of the Legislative Council on the findings of the consultation exercise of the proposal to ban idling vehicles with running engines. The consultation findings have revealed a broad-based support from the community for banning idling vehicles. We aim at finalising the control scheme by end-2008 and implementing the ban within 2009. |
