Environmental Guidance Note for Sewage Pumping Stations which is not a Designated Project

4. Relevant Environmental Ordinances and Guidelines to be Observed

4.1 The following are the relevant environmental ordinances that must be observed during the planning, design, construction and operation of a sewage pumping station:
  • Environmental Impact Assessment Ordinance (EIAO) if the sewage pumping station is a DP;
  • Air Pollution Control Ordinance (APCO);
  • Noise Control Ordinance (NCO);
  • Water Pollution Control Ordinance (WPCO); and
  • Waste Disposal Ordinance (WDO) (including Waste Disposal (Chemical Waste) (General) Regulation).
   
4.2 The following are the relevant environmental guidelines and administrative circulars that should be observed during the planning, design, construction and operation of a sewage pumping station:
  • Hong Kong Planning Standard and Guidelines (HKPSG) Chapter 9 "Environment";
  • HKPSG Chapter 10 "Conservation";
  • HKPSG Section 7.4 "Pumping Stations and Sewage Treatment Works" under Chapter 7 "Utility Services"
  • HKPSG Section 2.7.5(b) "Utility Service Facilities" under Chapter 4 of Recreation, Open Space and Greening.
  • Technical Memorandum on Environmental Impact Assessment Process;
    (which provides guidance on the determination of air/noise/water/landscape and visual sensitive receivers and ecologically sensitive areas, and the principles of impact mitigation, even for a non-Designated Project)
  • EIAO Guidance Note No. 8/2010 on "Preparation of Landscape and Visual Impact Assessment under the Environmental Impact Assessment Ordinance";
  • Professional Persons Environmental Consultative Committee Practice Note (ProPECC PN) 1/94 "Construction Site Drainage";
  • Environment, Transport and Works Bureau (ETWB) Technical Circular (Works) No. 3/2006 "Tree Preservation"; and
  • Works Bureau (WB) Technical Circular No. 7/2002 "Tree Planting in Public Works"
