Key Concerns Follow-up Actions
  • Potential odour impact
  • EPD has appointed a consultant to carry out an independent audit of the odour management system of the existing SENT Landfill.
  • EPD has appointed a consultant to carry out an independent odour patrol along the existing SENT Landfill boundary and around the Tseung Kwan O Industrial Estate to assess the potential odour nuisance from the existing SENT Landfill and identify other odour sources in the area.
  • EPD has commissioned completed an independent 24-hour odour monitoring programme at TKO South. The findings of the monitoring were reported to the Sai Kung District Council.
  • Additional odour control measures will be implemented at the existing SENT Landfill.
  • The potential odour impact associated with the operation of the SENT Landfill Extension was assessed in the EIA and mitigation measures were recommended. The assessment concluded that with the implementation of the recommended mitigation measures, no unacceptable odour impact will be anticipated at the identified Air Sensitive Receivers.
  • The odour management and control measures recommended in the EIA will be implemented through contract requirements.
  • Potential traffic impact
  • This was addressed in the detailed traffic impact assessment (TIA). The study indicates that traffic associated with the Extension only represents a small proportion of overall traffic in the vicinity.
  • The TIA Report recommends improvement measures for two road junctions of Wan Po Road near the Extension site in order to alleviate the potential traffic impacts.
  • The potential traffic noise impact associated with the construction, operation/ restoration and aftercare of the Extension was assessed in the EIA and it was found that noise contribution by landfill traffic is insignificant (<1.0 dB(A)).
  • Potential landfill afteruse
  • After restoration, the landfill will be suitable for passive recreational uses. The potential afteruse will be investigated and examined in subsequent stages of the project.
  • Need public communication consultation at early stage
  • There has been continuous public communication since the commencement of the Study. About 320 site visits and meetings were arranged from 2005 to end 2009 involving more than 7,800 people.
