Key Concerns Follow-up Actions
  • Government's overall waste management strategy
  • Justification of landfill extension
  • The fact that i) landfill extension will be needed to provide adequate capacity to meet the territorial demand for landfill space and ii) the importance of extending all three strategic landfills in parallel with the development of other waste disposal facilities were illustrated (further information on options selection is provided in the EIA Report).
  • Justification for temporary encroachment into the Country Park
  • The fact that i) adequate landfill capacity at the Extension to bridge the gap between the closure of the SENT Landfill and the development of the new waste disposal/transfer facility in the southeast region of the territory and ii) the condition of the encroached area (not of high ecological value and not accessible by public) were illustrated. The justification was also detailed in the EIA Report.
  • Potential odour impact
  • The potential odour impact associated with the operation of the SENT Landfill Extension was assessed in the EIA and mitigation measures were recommended. The assessment concluded that with the implementation of the recommended mitigation measures, no unacceptable odour impact will be anticipated at the identified Air Sensitive Receivers.
  • Potential visual impact
  • This was addressed in the EIA and it was found that the visual impact will become insubstantial to slight when the landfill is restored. It will further reduce to insubstantial as the vegetation on the restored landfill is established.
  • The EIA has also recommended advance tree planting along some sections of the High Junk Peak Trail to screen the view of the Extension.
  • Management and afteruse of restored landfill
  • Management and afteruse of restored landfill
  • After restoration, the landfill will be suitable for passive recreational uses. The potential afteruse will be investigated and examined in subsequent stages of the project.
  • Landfilling is not compatible with the use of country park
  • The Country and Marine Parks Authority to formally excise the encroachment area under Country Park Ordinance
