Full Implementation

The Environmental Levy Scheme on Plastic Shopping Bags (PSB Levy Scheme) is the first producer responsibility scheme introduced under the Product Eco-responsibility Ordinance (Cap. 603). It aims to reduce the indiscriminate use of plastic shopping bags through a direct economic disincentive. The Product Eco-responsibility (Plastic Shopping Bags) Regulation (Cap. 603A) further sets out the implementation details of the PSB Levy Scheme. The first phase on the Environmental Levy Scheme on Plastic Shopping Bags has commenced on 7 July 2009.

To further curb the indiscriminative use of plastic shopping bags at retail sectors not currently covered by the PSB Levy Scheme, the Legislative Council has passed the Product Eco-responsibility (Amendment) Ordinance 2014 so that the PSB Levy Scheme will be extended to cover all retail outlets with effect from 1 April 2015. Details on the full implementation of the PSB Charging can be found here.
