國家能源局與特區政府簽署關於能源合作的諒解備忘錄
Memorandum of Understanding on energy co-operation
行政長官曾蔭權於2008年8月28日與國家發展和改革委員會副主任、國家能源局局長張國寶就未來20年內地向香港持續供應核電和天然氣達成共識，並簽署諒解備忘錄。根據備忘錄，內地同意向香港長期供應清潔的能源，大大減低了在香港境內興建天然氣接收站的需要，並可減少電力公司的資本投資，從而減輕電費上升的壓力。特區亦可以增加使用清潔能源，減少電廠排放，達到改善空氣質素的目標。
The Chief Executive Mr Donald Tsang reached a consensus with Mr Zhang Guobao, Vice Chairman of the National Development and Reform Commission and Administrator of the National Energy Administration on 28 August 2008, regarding the continuous supply of nuclear electricity and natural gas to Hong Kong in the coming two decades. The consensus was marked by the signing of a Memorandum of Understanding (MoU). Under the MoU, the sustained supply of clean energy from the Mainland will greatly reduce the need for Hong Kong to build a liquefied natural gas terminal within its territory. The resulting reduction in capital investment by the power company concerned will relieve the pressure for electricity tariff increases. The HKSAR can also benefit from improved air quality by increasing the use of clean energy and reducing the emissions of power plants. |

氣候變化
Climate change
香港首部為建築物進行「碳審計」而編制的指引，於2008年7月24日正式推出。簡單而言，碳審計是透過評估建築物在日常運作時所耗用的電力和其它能源，以及產生的污水及廢紙等，從而計算該建築物所排放的溫室氣體。通過碳審計，建築物的使用者及管理人員可以計算本身建築物的溫室氣體排放量，發掘改善的空間，制定合適措施及組織減排工作，並監察改善措施的進度。同時，環保署啟動「綠色香港‧碳審計」活動，有三十七個來自不同界別的團體已率先成為「碳審計‧綠色機構」，同意根據「減碳約章」，承諾對其轄下的建築物進行或協助推動碳排放審計，以及在未來兩年內開展相關的減碳活動。
為了提高公眾對氣候變化的認知，環保署已經推出有關氣候變化的專題網頁，介紹氣候變化的資料、香港在應對氣候變化方面的工作、及每個市民可以參與的行動以協助應對氣候變化等。
其它相關的活動包括:環境局局長邱騰華於6月16日在倫敦出席國際事務研究所Chatham House舉辦的氣候變化研討會，介紹香港在應付氣候變化及推廣能源效益方面採取的措施。
為本署進行「香港氣候變化顧問研究」的顧問公司在7月18日舉行了公眾工作坊，簡介研究的內容、並收集與會者的意見。

The Carbon Audit Guidelines for buildings, the first of its kind in Hong Kong, was launched on 24 July 2008. In simple terms, a carbon audit quantifies the level of greenhouse gas emission from buildings by assessing the electricity and other energy consumed, waste water and paper produced, etc. as a result of the operation of the buildings. The Guidelines facilitates users and managers of buildings to calculate and report on the amount of greenhouse gases generated, identify areas of improvement and organize emission reduction efforts, and monitor progress of improvements. On the same day, "Green Hong Kong‧Carbon Audit" campaign was embarked, 37 organisations from different sectors took the lead to become the "Carbon Audit‧Green Partners". They have undertaken to conduct or assist in conducting carbon audits on their buildings and to initiate carbon reduction programmes in the coming two years according to the "Carbon Reduction Charter".
To raise public awareness on the subject of Climate Change, a thematic website is now available at EPD's homepage which provides information on the subject of climate change, Hong Kong's efforts in addressing climate change as well as actions which individuals can take to help combat climate change.
Other developments on this front include: The Secretary for the Environment, Mr Edward Yau, addressed the Chatham House Conference on Climate Change on 16 June to introduce the measures undertaken in Hong Kong to combat climate change and to promote energy efficiency. The consultants conducting the Study on Climate Change in Hong Kong for EPD held a Public Workshop on 18 July to present the content of the study and to collect initial views from community stakeholders.

廢物源頭分類計劃論壇暨頒獎典禮2008
Forum on Source Separation of Waste cum Award Presentation Ceremony 2008
環保署、香港物業管理公司協會及香港生產力促進局於二零零八年八月二十日聯合舉辦廢物源頭分類計劃論壇暨頒獎典禮，讓物業管理公司分享推行廢物回收的經驗和心得，並藉此場合嘉許得獎屋苑及頒發証書予參與計劃的工商業樓宇。
The EPD, the Hong Kong Association of Property Management Companies and the Hong Kong Productivity Council jointly organized the Forum on Source Separation of Waste cum Award Presentation Ceremony 2008 on 20 August 2008. Apart from sharing experience on waste recovery among property management companies, the Forum also provided a platform to commend the award winning housing estates and present certificates to the participating commercial and industrial buildings. |

粵港合作聯席會議第十一次會議
11th Plenary of the HK-Guangdong Cooperation Joint Conference
粵港合作聯席會議第十一次會議於八月五日舉行，會上粵港雙方同意共同打造一個以環保及可持續發展為基礎的「綠色大珠三角地區優質生活圈」，研究在改善區域空氣質量，開拓循環經濟產業、發展清潔能源、推動清潔生產、綠化、科研及宣傳教育等方面深化合作。廣東省已就此構思開展調研工作，雙方並將在科學論證的基礎上，進一步詳細規劃。
At the 11th Plenary of the HK-Guangdong Cooperation Joint Conference held on August 5, the two sides have agreed to jointly transform the Greater Pearl River Delta Region into a Green Quality Living Sphere. Both sides will deepen cooperation in improving the regional air quality, developing industries in support of circular economy; cleaner energy production, promoting cleaner production, greening, research and public education etc. Guangdong has embarked upon a study on this concept. Both sides will carry out more detailed planning on a scientific basis. |

A thematic Clinical Waste Website is now available. It provides a succinct information platform for clinical waste producers and waste collectors to learn about the definition of clinical waste, the management of clinical waste, application for disposal permit, and relevant legislative control. It is suitable for managers, supervisory staff and frontline operatives. |

動物廢料堆肥廠於七月已經準備就緒，處理在香港舉行的二○○八年奧運會及殘疾人奧運會馬術項目所產生的馬廄廢料。將馬匹廢料轉成有用的堆肥是對奧運會馬術項目環保承諾的重要貢獻。
The Animal Waste Composting Plant was well-prepared in July to handle the horse stable waste arising from the 2008 Olympic and Paralympic Equestrian Events to be held in Hong Kong. Turning horse waste into useful compost is an important contribution to the environmental commitment of the Olympic Equestrian Events. |
