2009-10 Policy Address – Quality life
行政長官於今年施政報告宣布會繼續一系列環境保護措施，以推動低碳經濟、改善空氣質素、妥善處理固體廢物等，邁向落實綠色香港的願景。自然保育方面，他宣布國土資源部已經批准香港地質公園成為國家級地質公園；通過國家地質公園的網絡，香港珍貴的地質地貌資源可以得到全面保護。
In the Policy Address this year, the Chief Executive has announced that the Government will continue a series of environmental initiatives, including measures to promote low carbon economy, improve air quality and properly process solid waste towards the vision for a greener Hong Kong. On conservation front, he has announced that the Ministry of Land and Resources has given approval for our geopark to be listed as a national geopark. Through the national geopark network, we can preserve our valuable geological and topographical resources more comprehensively. |

致力推動環保採購 實踐環保理念
Achieve environmental philosophy via green procurement
自2000年起，政府已為各政策局及部門經常使用的物品制訂環保規格。現時政府的採購清單上，具有環保規格的產品已增至60多項，我們會積極在採購程序中應用相關的環保規格。有關環保規格的詳情，可參閱此網頁。此外，政府現時在採購車輛時，會優先考慮能符合環保節能標準的車輛，並已率先在今年採購10輛電動車輛。
Since 2000, the Government has been developing green specifications for items commonly used by bureaux and departments. At present, green specifications developed for products purchased by the Government have been increased to over 60 items. We will actively apply these green specifications in our procurement process. Besides, when procuring government vehicles, the Government will give preference to models which comply with environmental and efficiency standards, and has taken the lead with the procurement of 10 electric vehicles this year. |

檢討與制定海水水質指標
Review and Development of Marine Water Quality Objectives
環保署已發表檢討與制定海水水質指標第一階段公眾諮詢文件。我們歡迎公眾人士於2009年10月31日參加公眾研討會（請按此處下載登記表格），並於2009年12月31日或以前就主要檢討事宜及檢討方法向我們提出意見。詳情請參閱專題網站。
The EPD has issued the First Stage Public Engagement Document for the Review and Development of Marine Water Quality Objectives (WQOs). We welcome members of the public to participate in a public seminar on 31 October 2009 (click here to download the registration form). They are also invited to forward their views on the key issues to be addressed and the proposed approaches and methodologies to us by 31 December 2009. 首階段強制性能源效益標籤計劃
Initial phase of the Mandatory Energy Efficiency Labelling Scheme
強制性能源效益標籤計劃首階段將於2009年11月9日起全面實施。所有在本港供應的空調機、冷凍器具和緊湊型熒光燈(即慳電膽)必須是已獲編配參考編號並附有能源標籤的表列型號。消費者應留意這些產品上的能源標籤，以作出精明的消費選擇。
The initial phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS) will be in full implementation starting from 9 November 2009. Room air conditioners, refrigerating appliances and compact fluorescent lamps for supply in Hong Kong are required to be listed models with reference numbers and bear energy labels. Consumers are encouraged to look for the energy labels on those products to make informed purchase decisions |

「塑膠購物袋環保徵費計劃」七月實施
Levy scheme on plastic shopping bags to start in July
為了遏止濫用塑膠購物袋的情況，塑膠購物袋環保徵費計劃已於2009年7月7日起實施。大型或連鎖式的超級市場、便利店、個人美容及健康產品零售店會就每個提供給顧客的塑膠購物袋收取5毫。顧客應經常自備購物袋，以避免徵費。要了解環保徵費計劃的詳情，可按此處。
To address the indiscriminate use of plastic shopping bags, the environmental levy scheme on plastic shopping bags has commenced since 7 July 2009. Chain or large supermarkets, convenience stores, and personal health and beauty product stores would be required to charge 50 cents for each plastic shopping bag provided to customers. 粵港環保合作協議
Cooperation Agreement with Guangdong
粵港於八月十九日簽署「粵港環保合作協議」，繼續推進落實《珠江三角洲空氣質素管理計劃》的各項減排措施，致力爭取如期實現二○一○年的減排目標。雙方同意共同研究珠三角地區開展制訂二○一○年以後的減排安排，爭取在二○一○年完成。兩地政府亦同意探討可重用物料利用的新合作模式，並會促進綠色交通、推動企業清潔生產及開拓環保商機。
Environmental Co-operation Agreement between Hong Kong SAR and Guangdong was signed on 19 August 2009. Both governments will continue to implement the control measures under the Pearl River Delta Regional Air Quality Management Plan, and are committed to achieving the emission reduction targets by 2010. The two sides agreed to undertake a joint study on the post-2010 arrangement for air pollutant emission reduction in the Pearl River Delta, and will strive to complete the study in 2010. In addition, the two governments agreed to explore new co-operation models for recycling and reuse of reusable materials, and to further enhance co-operation on green transportation, promoting cleaner production and green business development. |

EHK2009 outlines the progress made in improving the Hong Kong's environment in 2008 and the challenges ahead, with the theme "Green Hong Kong, Our Healthy Home". 政府批准中華電力延長大亞灣核電供應合約２０年
Government approves CLP Power extending Daya Bay nuclear electricity supply contract for 20 years
行政會議於九月二十二日批准中華電力有限公司把大亞灣核電站供電合約的年期，由二零一四年五月七日起延長20年，至二零三四年五月六日止。這可確保中華電力有限公司以合理和可負擔的價格供電給香港用戶，亦會繼續為香港提供較清潔的電力供應，有助減低本港的空氣污染和溫室氣體排放。
The Executive Council approved CLP Power Hong Kong Limited on September 22 extending the contract for supply of nuclear electricity from Daya Bay Nuclear Power Station for another term of 20 years from May 7, 2014, to May 6, 2034. This provides an assurance of electricity supply at reasonable and affordable prices for Hong Kong consumers, and also a continued supply of cleaner electricity to Hong Kong, which will help alleviate air pollution and greenhouse gas emission locally. |

政府展開本地渡輪使用超低硫柴油的試驗
Trial of local ferries using ultra low sulphur diesel launched
環境保護署於二零零九年八月二十五日展開本地渡輪使用超低硫柴油的試驗。試驗為期九個月，以確定轉用超低硫柴油的技術可行性，並評估對渡輪運作的影響，以便日後制定方案，推動本地渡輪轉用較清潔的燃料。
The Environmental Protection Department launched on 25 August 2009 a nine-month trial of local ferries using ultra low sulphur diesel (ULSD). The trial seeks to ascertain the technical feasibility of the switch to ULSD and to examine the implications on ferry operation, which will help map out the way forward on promoting the use of this cleaner fuel. |

環保健兒挑戰苗圃行動慈善馬拉松
Environmental Runners participated in the Sowers Action Charity Marathon
環保署同事的運動健兒，在鍛鍊身體之餘亦不忘公益。自二零零四年起，由環保署同事組成的長跑隊已連續五年參加苗圃行動慈善馬拉松，更曾勇奪工商杯冠軍。今年十一月舉行的活動，參加人數非常踴躍，籌款更創新高，現正繼續鼓勵各同事更積極的參與。
EPD colleagues are enthusiastic in both athletics and charity work. Consecutively for 5 years since 2004, the EPD running team has been participating in the Sowers Action Challenging 12 Hours Charity Marathon, and was awarded the champion of the Corporation Cup. For the 2009 event in November, EPD continues to participate in this charitable events and the donation amount is currently at record high. Colleagues are being encouraged to support and participate in this meaningful event. |

政府舉辦香港清潔發展機制能力建設研討會
Clean Development Mechanism Capacity Building Seminar
環境保護署於七月二十一日舉行「香港清潔發展機制能力建設研討會」，為企業介紹在內地及本港開展清潔發展機制項目的情況。是次研討會有近二百人參加，其中包括國家發展和改革委員會的專家。會上就清潔發展機制的規定及開展的方法學、國家對有關機制的管理規則、在港實施的項目安排和現時國家的項目合作進展情況，作深入介紹。
The EPD held the Clean Development Mechanism (CDM) Capacity Building Seminar on July 21 to introduce to relevant enterprises the CDM developments in China, including Hong Kong. The seminar attracted about 200 participants, including experts from the National Development and Reform Commission. The speakers gave an in-depth introduction to the rules and methodologies of CDM and relevant management regulation in China. |

廢物源頭分類計劃論壇暨頒獎典禮2009
Forum on Source Separation of Waste cum Award Presentation Ceremony 2009
環境保護署、香港物業管理公司協會及香港生產力促進局於二零零九年八月二十日聯合舉辦廢物源頭分類計劃論壇暨頒獎典禮，讓物業管理公司分享推行廢物回收的經驗和心得，並藉此場合嘉許得獎屋苑及頒發證書予參與計劃的工商業樓宇。計劃詳情已刊載於環境保護署的香港減廢網站。
The Environmental Protection Department, the Hong Kong Association of Property Management Companies and the Hong Kong Productivity Council jointly organized the Forum on Source Separation of Waste cum Award Presentation Ceremony 2009 on 20 August 2009 for waste recovery experience sharing among property management companies. This Forum also provided a platform to commend the award-winning housing estates and give out certificates to the participating commercial and industrial buildings. 強制性能源效益標籤計劃第二階段
Second Phase of the Mandatory Energy Efficiency Labelling Scheme
政府建議將洗衣機和抽濕機納入第二階段強制性能源效益標籤計劃(強制標籤計劃)，推行以後估計每年可可額外節省2,500萬度電，並減少17,500公噸二氧化碳排放。當局已於7月15日就此建議諮詢立法會環境事務委員會，並於9月30日向立法會提交修訂《能源效益（產品標籤）條例》的建議。
The Government proposes to include washing machines and dehumidifiers under the second phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS), which is expected to contribute a reduction of electricity consumption by 25 Gigawatt-hours and carbon dioxide emissions by 17,500 tonnes per year upon implementation.
The Environment Bureau consulted the Panel on Environmental Affairs of the Legislative Council on 15 July 2009 on the proposal, and submitted legislative amendments on the Energy Efficiency (Labelling of Products) Ordinance to the Legislative Council on 30 September 2009. |

Legislative Framework of Mandatory Implementation of the Building Energy Codes
政府在二零零九年七月十五日，就強制性實施《建築物能源效益守則》的立法建議框架諮詢立法會環境事務委員會。我們現正擬備相關立法建議，以在二零零九年年底前向立法會提交有關條例草案。
On 15 July 2009, the Government consulted the Panel on Environmental Affairs of the Legislative Council on the legislative framework of the mandatory implementation of the Building Energy Codes. We are now preparing the relevant legislative proposal, with a view to introducing the proposed legislation into the Legislative Council by end 2009. |
