Checklist for a construction noise permit (CNP) application

1.

If the applicant is a joint venture or consortium company, please provide the names of all the concerned incorporated mother companies.

2. Please provide a copy of the Business Registration Certificate of the applicant.
3.

Please indicate previous CNP number, if any.

4.

Please provide a plan of appropriate scale (preferably 1:1000) just enough to show a clearly marked boundary of the work area and the locations of any nearby noise sensitive receivers (NSRs). An updated survey sheet issued by Lands Department is preferred. Please click here for examples.

Each submitted photograph shall clearly show one Powered Mechanical Equipment (PME) only and shall be in 3R size colour photograph. Please click here for sample photographs of some commonly used PME.

6. Please submit a copy of the Noise Emission Label for each and every proposed air compressor and hand-held percussive breaker, if appropriate.

7.

If the application involves powered mechanical equipment at fixed locations, relative distances of such equipment to the site boundary or grid lines shall be indicated in metres on the submitted plan(s).

To avoid unnecessary delay, applicants are advised to submit their applications to the appropriate Regional Offices. Please click here for the addresses and boundary map of the Regional Offices.

 

Notes:
a. The applicant is preferably the main contractor of the construction site concerned.
b. A CNP would not be issued if the Authority has the reason to believe that the PME proposed in the application would be used in connection with prescribed construction work (PCW). Please click here for Designated Areas under the Noise Control Ordinance and click here for examples of PCW related PME. The applicant shall indicate the intended use of such PME items or whether their uses are related to PCW in item E.2 of the application form.
c. The applicant shall conduct his own preliminary noise assessment according to the procedures set out in relevant Technical Memoranda prior to submitting the application. Please click here for the self-help assessment tools and here to search for the CNP in force.
