Under the provisions of the Dumping at Sea Ordinance, anyone who wants to use oil dispersant or similar substances to treat oil at sea in Hong Kong does not require a marine dumping permit provided that the use of such product has been approved by EPD and the conditions to which the product is approved are observed.
Prospective users of oil dispersant or similar substances are advised to check the lists below whether the product they intend to use has been approved by EPD or not. If the product has been approved, please obtain the product-specific approval and its approval conditions from EPD. Users shall ensure that the approved product is used in accordance with the conditions to which the approval was subject. For minimizing the potential impact on marine environment and ensuring health & safety of operators during field application, the spilled oil should be removed as much as possible by mechanical recovery measures. Any oil dispersant use should be taken as the last resort only.

Users who wish to have their oil dispersant or similar substance approved by EPD are required to submit application to EPD in a standard application form EPD 115a for each product with the required information of the products concerned. The application form is also obtainable from any of the Customer Service Counters of EPD.
