市民普遍支持徵收購物膠袋環保費的建議
Overwhelming public support on the proposed plastic shopping bag levy
環保署完成了徵收購物膠袋環保費的公眾諮詢，市民普遍支持建議。在諮詢期間進行的一項民意調查顯示，支持政府落實「污染者自付」原則及徵收環保費的市民分別有84%及66%，以減少濫用購物膠袋的問題。環保署會著手草擬《產品環保責任條例草案》，為實施徵費提供法律基礎。公眾諮詢報告載於以下網頁：http://www.epd.gov.hk/epd/tc_chi/environmentinhk/waste/prob_solutions/env_levy.html。
EPD has completed the public consultation on an environmental levy on plastic shopping bags, which indicates overwhelming public support for the proposal. In a public opinion survey conducted during the consultation period, 84% and 66% of the public supported the implementation of the "polluter pays" principle and the introduction of the environmental levy respectively to reduce the indiscriminate use of plastic shopping bags. EPD will proceed with the preparation of the Product Eco-responsibility Bill to provide legal basis for the implementation of the levy scheme. 可持續發展委員會「更佳空氣質素」社會參與過程
The Council for Sustainable Development's Better Air Quality Engagement Process
可持續發展委員會就「更佳空氣質素」社會參與過程所舉辦的第二次及第三次討論坊，已於8月15日及8月25日進行。在討論坊上，持份者就「未來空氣‧今日靠你」誠邀回應文件提出的其中兩項事宜─「道路收費」及「高度空氣污染」進行了積極的討論。可持續發展委員會的「更佳空氣質素」社會參與過程將於10月15日結束。歡迎各持份者透過以下連結填寫問卷，在10月15日前表達意見：http://www.susdev.org.hk/tc/questionnaire/index.asp。
The second and third engagement sessions on Better Air Quality organised by the Council for Sustainable Development took place on 15 and 25 August respectively. Participating stakeholders had an active discussion on "Road Pricing" and "High Air Pollution" Days, two of the issues raised in the Council's Invitation and Response document "Clean Air – Clear Choices". The Engagement Process on Better Air Quality will come to a close on 15 October. New portal "GovHK" officially launched
「香港政府一站通」的推出是政府發展電子公共服務的一個新里程碑，標誌公共服務採用「以民為本」的概念的新開始。網站使用服務群組方式，協助市民大眾取得常用的政府資訊和約1,200項電子政府服務。並透過簡單易用的介面，將不同的資訊及服務以客戶群和主題分類方便用家檢索。有關「環境」主題的結集，請登入 http://www.gov.hk/tc/residents/environment/index.htm。
The launch of GovHK is a new milestone in the development of e-government services in Hong Kong, marking a new citizen-centric approach in public-service delivery. GovHK adopts a service clustering approach to help the public access frequently-sought government information and about 1,200 e-government services. Through a user-friendly interface, different information and services are grouped into clusters or subjects for easy access. 廢物源頭分類計劃 支持環保家居做起
Source separation of waste for environmental friendly home
環保署及香港物業管理公司協會於八月十四日聯合舉辦廢物源頭分類研討會暨頒獎典禮。環境局常任秘書長王倩儀在研討會開幕致辭時表示，物業管理公司及屋苑積極支持和參與在全港推行的「家居廢物源頭分類計劃」，實在值得高興。「家居廢物源頭分類計劃」在二○○五年一月開始推行，已經有超過六百五十個屋苑參加計劃，涵蓋八十四萬戶二百五十萬人，佔全港人口百分之三十六。計劃的初步成效令人感到鼓舞。去年的家居廢物回收率已達至百分之二十。同時，家居棄置廢物量亦持續下降，與二○○五年比較，二○○六年的棄置廢物量下降百分之三。
The EPD and the Hong Kong Association of Property Management Companies jointly organized the Forum on Source Separation of Waste cum Award Presentation Ceremony on 14 August. Officiating at the opening ceremony of the Forum, the Permanent Secretary for the Environment, Ms. Anissa Wong, said she was pleased to see the active participation of property management companies and positive response from housing estates participating in the territory-wide Programme on Source Separation of Domestic Waste. Since the launch in January 2005, more than 650 housing estates have signed up to join the programme, covering 840,000 households and a population of 2.5 million, representing a 36 per cent of the total population. A domestic waste recovery rate of 20 per cent was achieved in 2006 while the domestic waste loads have continued to drop, with a decrease of 3 per cent from 2005 to 2006. |

Speech by Permanent Secretary for the Environment at the Kick-off Ceremony (English version only)
The Permanent Secretary for the Environment, Ms Anissa Wong, delivered speech at the Hong Kong Construction Association's Clean-Air Charter Kick-off Ceremony on August 3.
The Seven Principles of the Charter and the additional Clean-Air Measures provide a sound management framework and practical guidance to the trade in contributing to the community drive for blue sky. The Seven Principles remind managers to embed the value of energy efficiency and emissions reduction controls in all aspects of process planning, staff development and result monitoring. The Clean Air Measures are practical and handy tool that address the operational details in the day to day construction activities. |

學生環境保護大使貢獻獲表揚
Green efforts of Student Environmental Protection Ambassadors recognized
2006/07年度學生環境保護大使計劃頒獎典禮於2007年8月9日假香港大會堂演奏廳舉行。主禮嘉賓包括環境局署理常任秘書長鄧忍光先生、環境保護運動委員會主席李宗德BBS太平紳士、教育局副秘書長王啟思先生、環境保護運動委員會教育工作小組召集人譚兆炳校長及地鐵公司對外及議會事務經理蘇雯潔女士。在典禮中，「環保項目計劃書比賽」及「成都、九寨溝環保考察團」的得獎學生環境保護大使獲頒發獎項，而參與「效能促進計劃」的環保大使也獲表揚在環保方面的努力和貢獻。
The Award Presentation Ceremony of the Student Environmental Protection Ambassador Scheme 2006/07 was held on 9 August 2007 at Recital Hall of Hong Kong City Hall. The officiating guests of the ceremony included Mr. Roy Tang, Acting Permanent Secretary for the Environment; Mr. Joseph Lee, BBS, JP, Chairman of Environmental Campaign Committee (ECC); Mr. Chris Wardlaw, Deputy Secretary for Education; Mr. George Tam, Convenor of the ECC Education Working Group and Miss Maggie So, External Affairs and Government Relations Manager of the MTR Corporation. Awards were presented to the winners of "Competition in Organising Environmental Projects" and "Environmental Protection Study Visit in Chengdu and Jiuzhaigou" as well as the Student Environmental Protection Ambassadors who participated in the "Capacity Building Programme", in recognition of their green efforts throughout the year. |

環保署建議興建污泥處理設施
A sludge treatment facility proposed
環保署建議於毗鄰屯門稔灣的曾咀興建一所污泥處理設施，設計處理量為每日二千公噸污泥，以解決日漸增多的污泥問題。根據《環境影響評估條例》，有關的工程項目簡介已於八月二十日提交，以申請環境影響評估研究概要。環境影響評估研究預計於十月展開。
The EPD proposes to build a sludge treatment facility of a capacity of 2,000 tonnes per day at Tsang Tsui near Nim Wan, Tuen Mun, with a view to solving the sewage sludge disposal problem. The project profile was submitted on August 20 for the application of Environmental Impact Assessment (EIA) study brief under the EIA Ordinance. The EIA study is expected to begin in October. |
