建議在香港立法推行停車熄匙計劃
A Proposal to Ban Idling Vehicles with Running Engines
政府在二○○七年十一月二日就立法推行停車熄匙計劃展開公眾諮詢。環境局局長邱騰華解釋政府的建議時，表示政府有決心採取一切必要的措施，改善空氣質素。諮詢文件可在環保署網頁下載。你可於二○○八年三月三十一日或之前向環保署提出意見，郵寄地址為灣仔告士打道五號稅務大樓四十五樓，亦可傳真至 2824 9361，或電郵至 idling_msg@epd.gov.hk。
The Government launched a public consultation on 2 November 2007 on a proposal to ban idling vehicle engines. The Secretary for the Environment, Mr Edward Yau said as he unveiled the proposal that the Government is determined to take all necessary action to improve air quality. The document is downloadable from EPD's website. You are welcome to forward views and comments on or before 31 March, 2008, to the EPD by post (address: 45/F, Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong), by fax (2824 9361) or via email (idling_msg@epd.gov.hk). |

「與業界攜手推動清潔生產」研討會
Conference on Joint-Efforts with Industries in Cleaner-Production
為推動珠三角區內的港資工廠採用清潔生產技術，環保署在去年十一月聯同香港生產力促進局及其他相關者推行「清潔生產技術支援試驗項目」。來自不同行業的15所工廠參加了這個試驗項目，並在今年十月十六日所舉行的「與業界攜手推動清潔生產」研討會上作經驗分享。參與的工廠在採取改善措施後，不單提高了能源效益及減少原料消耗及廢物，亦能開發質素更佳的產品及制訂更具成本效益的工序。有關工廠除了減少開支外，亦取得了環境效益。
環境局局長邱騰華在出席研討會致開幕辭時表示，「試驗項目取得令人鼓舞的成果，得到廠商和業界人士的支持。承接這個項目的成果，我們將於明年初展開一項五年計劃，鼓勵珠三角地區的港資工廠採用清潔生產技術及工序，進一步改善區域空氣質素。」
To promote adoption of cleaner production by Hong Kong-owned factories in the Pearl River Delta region, a Cleaner Production Technical Support Pilot Project was launched by the EPD in collaboration with Hong Kong Productivity Council (HKPC) and other stakeholders last November. Fifteen factories from different industries had participated in the pilot. They shared their experience with fellow enterprises at the Conference on Joint-Efforts with Industries in Cleaner-Production held on 16 October. After adopting improvement measures, participating factories witnessed enhanced energy efficiency, reduction in raw materials consumption and waste, development of better products and more cost-effective processes. The concerned factories managed not only to reduce their production costs but also achieve environment benefits.
Secretary for the Environment, Mr Edward Yau officiating at the Conference said, "the pilot project produced encouraging results. It gained the support of the factory owners, representatives of the industry and trades. To build on the success, we will launch a five-year programme early next year to encourage Hong Kong-owned factories in the Pearl River Delta Region to adopt cleaner production technologies and practices to further improve the regional air quality." |

國際環保博覽2007 - 清潔生產
Eco Expo Asia 2007 - Cleaner Production
清潔生產是環保署在10月27日至30日舉行的國際環保博覽參展的主題，展示了由環保署委託香港生產力促進局進行的「清潔生產技術支援試驗項目」的成果。參與試驗項目的廠商分享他們在減排的同時，兼且節省開支的成功經驗。環保署在主禮嘉賓余若薇議員參觀展區時，向余議員簡報了實踐清潔生產技術的成效。
Cleaner production is a key theme of the EPD exhibition booth in this year's Eco Expo Asia held on 27-30 October. It showcased the encouraging results of the Cleaner Production Technical Support Pilot Project commissioned by EPD and conducted by the Hong Kong Productivity Council. The factories which participated in the pilot project shared their experiences in reducing pollutant emissions while achieving cost savings at the same time. The Hon Audrey Eu, officiating guest of the Eco Expo Asia, visited the EPD exhibition area and was briefed on the benefits of cleaner production technologies. |

珠江三角洲地區主要工業空氣污染源研究展開
Study of major industrial air pollution sources in PRD region launched
環保署與安社亞洲（香港）有限公司簽署顧問合約，開展一項對珠江三角洲地區主要工業空氣污染源的研究。環保署發言人表示，蒐集主要工業污染源的分布、排放特徵及現時採取的防治措施等資料，有助制訂合適的控制策略，以改善珠江三角洲地區的空氣質量。
The EPD awarded a consultancy agreement to ENSR Asia (HK) Limited to undertake a study of major industrial air pollution sources in the Pearl River Delta (PRD) region. A department spokesman said that, through this study, data would be collected on the distribution of the major industrial sources, their emission characteristics and control measures being adopted. The information would be useful when formulating appropriate control strategies to improve the air quality in the region. |

Subsidiary legislation under Hazardous Chemicals Control Ordinance
政府於十月十日向立法會提交根據《有毒化學品管制條例》（2007年第19號）而訂立的《有毒化學品管制（一般）規例》及《有毒化學品管制（費用）規例》，以期於二○○八年內開始實施該《條例》。
The Government introduced the Hazardous Chemicals Control (General) Regulation and the Hazardous Chemicals Control (Fees) Regulation under the Hazardous Chemicals Control Ordinance (19 of 2007) into the Legislative Council on October 10, with a view to beginning operation of the ordinance in 2008. |
